Work and Pensions Secretary Liz Kendall announced changes to the payment strategy that she said would prevention £5bn by the extremity of 2030.
Kendall told MPs "the presumption quo is unacceptable, but it is not inevitable".
She added that the Conservatives had near a "broken benefits system".
